Staff and Board of Directors
Meet the Philo Center Staff

Jill Gorman, Interim Director

Jill is currently Philo Center's Interim Director. She was born in Connecticut but raised outside of Albany, NY. She graduated from Georgetown University with degrees in Finance and International Management. She worked for 10 years in banking in Washington, DC, New York City, and Burlington, VT in Wealth Management and Trust. For the past 6 years she has worked as a Marketing Manager for a small pharmaceutical company working exclusively with cystic fibrosis (CF) patients, CF healthcare professionals and other CF support organizations. The majority of her effort was providing educational resources and tools for these patients and their families. Jill has also been involved extensively with several non-profits including the Make-A-Wish Foundation, Charlotte Central School PTO, and she recently helped the Vermont Hunter Jumper Association (a state-wide horse/riding association) achieve 501c3 status (non-profit). Her interest in the community, her financial and marketing/education background and her stong organizational skills have brought her to Philo. She resides in Charlotte with her husband, Tom and two children.

Dawn Holbrook, Office Manager

Dawn grew up in Vermont and attended Champlain College where she received a bachelors degree in Paralegal and Professional Studies in 1998.

After working as a paralegal for 3 years focusing on special education law she decided to relocate to California and pursue a healthcare career. She worked as a medical assistant for the next 4 years before heading back to Vermont where she became a certified Emergency Medical Technician. She brings to Philo her combined medical/legal knowledge and experience. She now resides in Charlotte with her husband, Steve, cat: Sylvester and dogs: Shadow and Bailey.

Rachel Hallberg, MS, OTR/L

New to Philo and Vermont, Rachel joins the team from Virginia where she worked at a children's hospital.

She is originally from Greenville, NC where she received a Bachelor of Science degree in Health & Exercise Science from Furman University and a Master's degree in Occupational Therapy from Boston University. Her biggest areas of interest include feeding therapy, sensory deprivation and the role of OT in institutional settings (two trips to treat in Romanian children's homes with many more to come, hopefully.) Rachel brings with her, her two year old Rhodesian Ridgeback mix, Sam, to Philo where he hopes to improve his body awareness, social skills and modulation.
